Request for Proposal: Agri AI Implementation Partner (TH)

Edufarmers International Foundation is a non-profit organization working to enhance food security by leveraging technology-based solutions in agriculture and nutrition. With support from Google.org, Edufarmers is expanding the Agri AI Solution Project in Thailand and Vietnam, which aims to improve smallholder farmers’ access to timely, localized, and practical agricultural advisory services through an AI-powered agronomy assistant. The project builds on the implementation in Indonesia and is designed to complement existing public agricultural extension systems to help farmers to improve crop productivity and sustainability.

 

In Thailand, the project will focus on paddy rice (mandatory) and maize (or, any other potential crop). Edufarmers hereby invites Thai-registered organizations (including NGOs, social enterprises, private companies, or research institutions) to submit proposals to serve as Implementing Partners for the Agri-AI Solution Project in Thailand.

 

A. Scope of Services

The selected Implementing Partner will be responsible for field-level planning and implementation in Thailand, including but not limited to:

· Collection and validation of agronomic field data (e.g. crop stages, pest and disease observations, soil conditions);

· Collaboration with relevant institutions (e.g. extension services, universities, research institutes) to localize agronomic content and Good Agricultural Practices (GAP);

· Piloting the Agri-AI solution with farmers and/or extension workers and collecting structured user feedback;

· Intensive dissemination of the Agri-AI solution to farmers in a limited number of provinces during the initial phase of implementation;

· Wider dissemination of the Agri-AI solution to farmers and extension workers;

· Monitoring, evaluation, and reporting of project outputs and outcomes.

 

Detailed Scope of Services are set out in the Terms of Reference (TOR) 

 

B. Proposal Requirements

Proposals must be comprehensive, self-explanatory, and structured in accordance with the following requirements.

1. Technical Proposal (max. 10 pages)

The tender is required to consider the task to be performed with reference to the objective of the service (see section II and III). Following this, the tenderer presents and justifies explicit strategy and operations related to:

· Target crop(s) and province(s)

· Implementation plan and methodology

· Monitoring, evaluation and learning

· Risk management

· Organizational experience and capacity

· Staffing plan and coordination strategy

2. Financial Proposal

· Two-year budget in USD, with breakdown by activity and cost categories

· Costing should be inclusive of taxes

· Indicate personnel, training, data tools, transport, and indirect costs

3. Supporting Documents (As Annex)

· Legal documents: Registration certificate, tax ID, organizational bank account

· Latest financial/audit report

· CVs of proposed project manager and field team

· Past performance: references/examples of managing grants over USD: 100,000

· Letters of support or references (optional)

C. Evaluation Process

Proposals will be evaluated based on the criteria as follows.

Only proposals passing the technical threshold will proceed to financial evaluation. Edufarmers reserves the right to invite tenderers to present their proposal for clarification.

 

D. Proposal Validity and Contract Award

Proposals must remain valid for at least 90 days after the submission deadline.

The contract will be awarded to the tenderers offering the most responsive and cost-effective proposals that align with the project’s goals.

 

E. Submission Instructions

All documents must be in English. Proposal must be submitted via email in two separate files: Technical Proposal (and annex) in PDF and Financial Proposal in Microsoft Excel, with the subject line:

‘[Organization Name] – Proposal for Agri-AI Implementing Partner – Thailand

Entities that wish to apply for both sectors may submit a combined proposal clearly indicating how each crop component will be managed within the proposed framework.
